DCYF will continue to provide residents with comprehensive psychological assessments, substance abuse education, group, individual, and family counseling, unit based self-help meetings, recreation activities to promote substance abuse free leisure activities, and aftercare services.Approximately 17% of individuals living with HIV/AIDS pass through the correctional system each year. The goals of the Rhode Island Training School for Youth RSAT program will be to: (a) provide a residential substance abuse treatment program for residents (b) implement random drug testing for all residents (c) implement mandatory drug testing for RSAT participants and (d)provide linkages with community resources. The RIDOC RSAT program components will include: (a) assessment (b) individual treatment plan development (c) group counseling/education (d) relapse prevention training and (e) discharge planning.ĭCYF will use grant funds to fund substance abuse services that enhance the substance abuse treatment services available to Rhode Island Training School for Youth residents with severe substance abuse treatment needs. The goal of the RIDOC RSAT program will be to provide intensive residential substance abuse treatment and case management services that emphasize discharge planning to better prepare inmates for reintegration into the community. The RIDOC will fund discharge planning services for minimum security inmates in the 6 month RSAT program. The Rhode Island Public Safety Grant Administration Office will utilize the FY 2009 RSAT funds to support the Rhode Island Department of Corrections (RIDOC) and the Department of Children Youth and Families (DCYF) RSAT programs. At least 10 percent of the total state allocation for FY 2009 shall be made available to local correctional and detention facilities (provided such facilities exist) for either residential substance abuse treatment programs or jail-based substance abuse treatment programs as defined below. Residential Substance Abuse Treatment Formula Grant funds may be used to implement three types of programs. The RSAT Program also assists states and local governments in creating and maintaining community-based aftercare services for offenders who are released from institutionally based substance abuse programs. The Residential Substance Abuse Treatment Formula Grant Program (RSAT) assists states and local governments in developing and implementing substance abuse treatment programs in state and local correctional and detention facilities.
